Can I put reef-rock in a FOWLR?
Can I add reef rock to my FOWLR tank or woudl it still count as having a coral?

FOWLR is only a thing because of the danger to corals and the expense of lights. Using reef rock won't hurt the fish. If some polyps happen to be on it, you shouldn't have to worry, they will likely either, die, get eaten and die, or grow just fine regardless. So unless you think coral is evil, that shouldn't be a concern (-=

Would I still have to put much maintenance and would I need a better light?

No the rock will actully be added filtration and fowlr means fish only with live rock...btw
